Startups, Steel and Symphonies: Grigor Ter-Ghazaryan’s Vision Behind GTB Holdings’ Non-Commercial Commitments

YEREVAN, ARMENIA – September 15, 2026 – A steel plant, a startup summit and a symphony orchestra do not obviously belong in the same corporate portfolio. Read as a set, though, the non-commercial commitments made by GTB Holdings share a structure: each addresses something the Armenian market has struggled to fund on its own.

The oldest of the three is the startup work. Grigor Ter-Ghazaryan has been a co-founder of the Seaside Startup Summit since 2016, and the group has served as a co-organiser for several years. The summit has hosted close to 50,000 participants from around 100 countries and now runs across Eastern Europe, the South Caucasus, the United Arab Emirates and India.

“My contribution to this event expresses my willingness to help clear the path for those who are new in the market and need assistance,” he has said. “I think that Armenia’s economic future depends not only on established companies but also on the steady emergence of new ones.”

The cultural commitment came later. GTB Development became the main partner of the Armenian State Symphony Orchestra, with stated aims that include promoting classical music, supporting innovative projects and presenting Armenian composers internationally.

The third strand is the Cascade. In 2025 the group’s development arm won a tender connected to reconstructing the upper section of Yerevan’s Cascade Complex, with plans covering a cultural hub of roughly 30,000 square metres, a 1,000-seat concert hall, a contemporary art museum, ceremonial space and public grounds. Total investment has been estimated at around 385 million dollars.

Each of these sits at a point where public funding and market returns both fall short. Early-stage founders in a small market cannot pay for the access an international summit provides. Orchestras cannot fund international touring from ticket sales. Heritage sites do not generate returns on the timeline that ordinary development finance expects.

That is what distinguishes the commitments from conventional sponsorship. Brand-driven sponsorship buys audience association and can be discontinued at the end of a campaign. Long-horizon involvement in institutions carries obligations that outlast a marketing cycle, and withdrawing from them is publicly costly.

The commercial side of GTB Holdings funds the rest. GTB Steel produces reinforcing bar in Ararat with a stated capacity of about 112,800 tons a year and employs, with related companies, more than 1,000 people. Construction, development and real estate subsidiaries operate alongside it, and the group has entered property markets in Greece and Italy.

There is a reasonable scepticism to apply here. Cultural and civic involvement can serve reputational purposes for groups working on public land, and the Cascade tender puts the same organisation on both sides of that observation. The test is whether the non-commercial commitments continue when they stop being useful.

The strongest evidence available is chronology. The summit involvement began in 2016, six years before the holding existed and long before it had a development portfolio to protect. That sequence is difficult to explain as reputation management.

What the pattern suggests is a view of the private sector’s role that extends past its own balance sheet: that a small economy needs new companies, working industry and functioning cultural institutions at the same time, because each of them is weaker without the others.
